The CRTC will release its much-anticipated telecom decision on wholesale Internet services on Tuesday.

The commission issued a notice Thursday that said the decision will be released at 4 p.m. Nov. 15.

The CRTC held a hearing in the spring to review its wholesale usage-based billing policy.

A public outcry and objections from the Conservative cabinet prompted the commission to revisit an initial policy decision issued in January that would have given incumbent providers the authority to prevent small reseller ISPs from offering unlimited monthly plans.

During the review proceeding, BCE Inc. and Canada's major cable companies supported an aggregated volume pricing model for wholesale Internet access services.

Small, reseller ISPs that purchase wholesale access to the incumbents' networks called for a so-called “95th percentile” plan, under which they would be charged not by volume of data but at a sample rate of 95 per cent of peak capacity usage.
