Liberals pledge more “support” for culture; Alliance calls for more accountability

A win by the Alliance Party of Canada in this month’s federal election would result in the dismantling of the Department of Canadian Heritage and less money for Canadian culture, the Liberals warn. In its election platform, the Alliance is vowing to eliminate "wasteful" spending on culture, and is calling for the grants process for film, television and the arts to be made more specific and focused. The Liberals contend that the savings from such a review are needed to help pay for the Alliance’s proposed flat tax.

Setting the record straight
This is how urban legends get started. Despite a published report in the Oct. 17 Globe and Mail, it appears that Ottawa has not committed to spend $1 billion to bring broadband to every Canadian community. Network Letter spoke with the reporter who wrote the story, Heather Scoffield, who acknowledged that the $1 billion number was erroneous. The press secretary for former Industry minister John Manley confirmed the number didn’t come from the minister’s office. But since appearing in the Globe, it has been perpetuated by several people both in industry and various levels of government.
The Liberals likely will make a sizeable funding commitment to this latest broadband initiative, but how much it will be won’t be decided until after the National Broadband Task Force presents its report to the government on March 31, 2001.

Alberta’s minister of Innovation and Science says, if anything, $1 billion wouldn’t be enough to wire every community with broadband. "If it’s costing $300 million in Alberta for nine per cent of the population, how in the world are you going to do Canada for a billion dollars?" asks Lorne Taylor.

United Telecom Council heads north with creation of Canadian sections

As expected, the United Telecom Council (UTC) has decided to expand its operations to include Canadian electrical utilities among its membership ranks. The Washington DC-based lobby group voted at its board meeting in late October to set up two new divisions, one representing eastern Canada and one representing western Canada.

BCE reorganization hailed as move to make corporation more efficient

The recently announced restructuring of BCE Inc into five distinct sections should make for better operations of the telecom colossus, but analysts do not expect to see any major changes in the way the corporation does business. At the end of October, the firm said it was creating four divisions to handle Canadian and global connectivity, content and commerce, with another section acting as a holding company for the rest of the firm’s properties. The new structure will be in place by December 1.
