CTIA comments on IP-enabled services proceeding
The Cellular Telecommunications and Internet Association (CTIA) writes in comments to the Federal Communications Commission’s IP services proceeding that the market for such services is highly competitive and therefore doesn’t require economic regulation because such regulation is "reserved for monopoly providers or in instances of market failure." Highlighting the mobile wireless industry, the CTIA notes: "…a competitive market produces optimal consumer benefits, most notably a multiplicity of choices among, and control over, the choice of providers, price plans, service options, coverage areas, and much more.

The above chart demonstrates that Rogers Wireless Inc. experienced a strong first quarter of 2004 as well as a combined first half of the year. In its financial results, the company notes that its post-paid subscriber net additions increased 16.6% compared to the second quarter of last year. In addition, post-paid subscriber churn fell to 1.76%.

David Emerson was appointed as minister of Industry in prime minister Paul Martin’s Cabinet announced July 20. Liza Frulla was named minister of Canadian Heritage and minister responsible for the Status of Women. Jerry Pickard was named Parliamentary secretary to the minister of industry and Sarmite Bulte was named Parliamentary secretary to Frulla. Emerson has been named to the following Cabinet committees: Treasury Board (mandates the government’s financial, personnel and administrative responsibilities), Expenditure Review Subcommittee of the Treasury Board (reviews all programs and areas of cross-cutting interest and makes recommendations to the Treasury Board on funding decisions and reallocations), Domestic Affairs (considers, in an integrated manner, social, economic and environmental policy issues), and Canada-U.S. (ensures an integrated, government-wide approach to Canada-U.S. relations). Frulla is on the two Parliamentary committees: Operations (provides day-to-day coordination of the implementation of the government’s agenda, including policy, House planning, urgent issues and communications) and Domestic Affairs. The NDP has named writer, broadcaster and musician Charlie Angus as Heritage critic, and Brian Masse to the Industry, Science and Technology position in its shadow Cabinet. The Tories have named Bev Oda as their Heritage critic, and James Rajotte as Industry critic. The Bloc Québecois has not yet named its shadow Cabinet.

BREAKING: ARIM funding sees $1-million extension
As this issue of Canadian NEW MEDIA goes to press, CANARIE Inc. has announced that the Applied Research in Interactive Media (ARIM) program has been extended with $1 million in new funding from Canadian Heritage’s Canadian Culture Online program. Researchers are now invited to respond to a call for proposals that focus on areas of advanced networking such as grid computing and other ways to share network-based cultural expression and experiences. Applications for this second round of funding are due by August 12. Further information is available at http://www.canarie.ca/funding/arim/guidelines.html. CNM will have further details in an upcoming issue.
