P4P could help solve Canada’s traffic shaping debate

Results of a recent trial south of the border have shown that ISPs may be wrong in assuming that P2P technology is a threat to network bandwidth. Pando Networks Inc. and Verizon Communications Inc. tested proactive network provider participation for peer to peer, known as P4P, which demonstrated dramatic improvements to P2P download speeds.

CBC BitTorrent experiment sparks net-neutrality debate

The National Union of Public and General Employees (NUPGE) last Friday formally asked the CRTC to investigate Internet traffic shaping by Canada’s ISPs. And NUPGE’s isn’t the only voice calling for net-neutrality talks in the short week since the CBC began offering programming online using BitTorrent.

Shaw Rocket Fund calls on CRTC to re-instate priority status for kids programming

You’ve heard of gateway drugs – well how about gateway programming? The Shaw Rocket Fund argues that starting children early on a diet of high-quality Canadian programming can turn them into lifelong Cancon consumers. But first, as the CRTC will hear at next month’s BDU and specialty review, the commission needs to take steps to reverse the 27% decrease in Canadian children’s programming over the last eight years.

CBC re-launches digital channels

The CBC has re-launched two of its existing digital channels under new monikers and with new mandates. The former CBC Country Canada is now bold, and The Documentary Channel assumes the slimmed down name documentary. The former is touted by the public broadcaster as home to the world’s best performing arts, intelligent drama and daring comedy, while the latter brings viewers proactive and entertaining documentaries from Canada and across the globe. "We are thrilled to launch bold and documentary," said Richard Stursberg, executive vice-president, CBC English Services. "As the names suggest, these channels will showcase the best of new programming that will excite, challenge and provoke." Both digital specialty channels launched March 27.

Ringbacktones to net $210 million in US this year

Performing right organization Broadcast Music Inc. (BMI) today released its annual mobile music market projections 2008. The company predicts that ringbacktones, musical works that are performed to the caller when they place a call to a participating mobile subscriber, will surpass $210 million in US retail sales during the calendar year 2008, up 50% from BMI’s 2007 market estimate of $140 million. On the other hand, BMI predicts the US ringtone market will decline from $550 million in 2007 to $510 million this year. "The market for ringbacktones has grown stronger than we originally forecasted last year," said Richard Conlon, VP, new media and strategic development, BMI. "Its growth, coupled with the positive gains that streaming mobile media have made in 2008 alone, supports our bullish point of view on the growth of the mobile entertainment business. We see gains in mobile audio and mobile television style services in the coming years as well."

Bell Canada prepares for Supreme Court battle to keep customer rebates

Bell Canada is absolutely convinced that the CRTC didn’t have the authority to order customer rate rebates as part of its 2006 deferral account decision and will rely on many of the same arguments it presented to the Federal Court of Appeal to battle the commission once again – this time before the country’s highest court.

Peer-to-peer distribution will help CBC avoid oblivion

Fans and pundits alike are lauding the CBC‘s experimental distribution of prime-time programming over peer-to-peer file sharing protocol Bit Torrent. In particular, an Ottawa-based Internet policy lawyer says the progressive move to unfettered online distribution fits perfectly with the public broadcaster’s mandate and will help keep it from becoming obsolete.
