CEP recommends 4 Mbps ‘obligation to serve’ broadband

The CRTC should implement “obligation to serve” broadband for all Canadians by 2015 at speeds of 4 Mbps or faster, the Communications, Energy and Paperworkers Union of Canada (CEP) has told to the commission.
