Andrée Noël and James Stuart Langford have been re-appointed as full-time CRTC commissioners for full five-year terms. In an unusual move, the re-appointments, made June 21, came five months prior to the end of their current terms. Noël's new term as commissioner for the Quebec region will begin November 1 and Langford's on November 16. The move is a surprise because CRTC chair Charles Dalfen was widely believed to be pushing for a reduction in the number of commissioners from 13 (CCR, May 9/02). Rachelle Frenette joins the newly created law group at the Canadian Cable Television Association. Frenette previously worked at Johnston & Buchan, where her practice as an associate focused on broadcasting regulatory and copyright law. Prior to her call to the Ontario Bar in 2001, she worked as a clerk at the Federal Court of Canada for Chief Justice John D. Richard. The CCTA's new law group is headed by Lori Assheton-Smith, who is promoted to senior VP and general counsel. Senior counsel Jay Kerr-Wilson, also a member of the group, will continue to be the prime contact on copyright matters. As well, long-time CCTA convention organizer Christiane Thompson and assistant Debbie Elson have left the association. The CCTA no longer plans to have a convention that includes a trade show. Jean-Marie Toulouse, director and professor at the École des Hautes études commerciales de Montréal, has been named chair of CANARIE's board of directors. Also elected to the board are vice-chair Walter Stewart, director of global marketing, research and education of Silicon Graphics Canada Inc.; secretary-treasurer Penny Jennett, a University of Calgary professor; and past-chair Erin Keough, executive director of the Open Learning and Information Network. The CANARIE board is composed of 22 members. Prime Minister Jean Chrétien has appointed broadcaster and journalist Pamela Wallin as Canada's Consul General to New York City, effective immediately. Wallin was previously president of her own independent television production company, Pamela Wallin Productions Inc., through which she hosted and produced Pamela Wallin's Talk TV for the CTV Group. Michel Frappier has been appointed as the new CEO of the Ontario Media Development Corp., the province's cultural industries agency. Frappier is a veteran of companies such as Future Source Communications, Maxxcom Communications, Foster-McCann Erickson Canada, and Thomson Newspapers. Louise Godon has been hired as advertising sales manager of Eastern Canada for The Globe and Mail. Based in Montreal, she will handle sales in Quebec, Ottawa and Atlantic Canada. Previously, Godon held various sales and management positions in television, including at TVA, Radio-Canada, Television Quatre Saisons and CFCF. John Discenza has been appointed VP and general manager of Cabletel Communications Corp.'s subsidiary, Stirling Connectors. Prior to joining Stirling, he was responsible for management and business development at the communications group of Thomas & Betts, Canada. Nicholas Hippolyte has been appointed VP of market development for the Asia-Pacific region at Sigma Systems. Prior to joining Sigma, Nicholas was senior director of software products for Excite@Home International in Redwood City CA. Patrick Watson joins ACC Fact as creative consultant.
