Carole Swan has joined Industry Canada as associate deputy minister. Prior to her appointment, she was associate secretary of the Treasury Board for three years. Swan has also served with the Privy Council, the Office of Privatization and Regulatory Affairs, the Ministry of State for Economic Development and Status of Women.There were several elections at the International Telecommunication Union's 16th Plenipotentiary Conference in Morocco earlier this month. The ITU's secretary-general Yoshio Utsumi and deputy secretary-general Roberto Blois have been re-elected to second terms. Houlin Zhao, an ITU representative from China, was elected to a second term as a director of the Telecommunication Standards Bureau. Hamadoun Toure, a representative from Mali, was also elected to a second term for the Telecommunication Development Bureau. Valery Timofeev, of Russia, was elected for the first time and will serve as a director of the Radiocommunication Bureau. Additionally, 12 members have been elected to the Radio Regulations Board. Dawalibi takes over day-to-day operating activities from Ian McElroy, who as CEO will continue to oversee strategic, organization and planning decisions at the division. Dawalibi joined Psion Teklogix as VP in charge of strategy, marketing and business development last September. Prior to joining the company, he was president and CEO of Rhythms Canada. Finance director Marina Wyatt has decided to leave the company at the end of this month to become CFO of the Colt Telecom Group. On an interim basis, this position will be taken over by Bill Jessup.EXI Wireless Inc. has consolidated its management team, which has resulted in the departure of Jeff Wallace as president and director of eXI Solutions Inc. Nurez Khimji, eXI's VP finance and corporate development, will take over management responsibilities of the subsidiary. Morton Larsen has also resigned from the company's board of directors after serving on the board of three years.Nortel Networks Corp. has made significant senior management changes in the wake of selling parts of its optical network components to U.K.-based Bookham and splitting its metro and enterprise networks division into two separate units. Frank Plastina, most recently president of the metro and enterprise networks division, has left the company. He was widely believed to have been next in line to head the telecommunications equipment manufacturer. Sue Spradley takes over as head of the new wireline networks division. Oscar Rodriguez assumes the role of president and GM of enterprise solutions, responsible for business strategy and investment, and product strategy, execution and delivery. Robert Burke continues as president of enterprise marketing, responsible for enterprise solution and channel marketing.Voice Mobility International Inc. has appointed Mark Pacelli as executive VP of sales. Prior to joining VMI, he held a variety of sales and management positions in the telecommunications industry. Pacelli spent time at NICE Systems where he was responsible for establishing sales channels and direct sales programs.Roland Sartorius has resigned as CFO of Unity Wireless Corp. He stepped down at the end of last month, but will continue to assist the company in financial and regulatory matters as a consultant. Ilan Kenig, president of the company, will assume financial duties as well.Patrick Pichette has been appointed CFO of Bell Canada. He was previously executive VP of planning and performance management at BCE Inc. Prior to joining the BCE family of companies, he was a partner at McKinsey & Company.PMC Sierra Inc. has appointed Alan Krock as VP finance. Following a transitional period in Q4 of this year, Krock will add the CFO duties to his responsibilities taking over from John Sullivan who announced his retirement earlier this year.The License Exempt Alliance (LEA) of the U.S.-based Wireless Communications Association has elected Douglas Keeney as its chair. Keeney is the CEO of Louisville-based US Wireless Online. He has been a member of the LEA for the last 10 months.
