Frank Fagan has been named EVP/COO of Aliant Inc. Currently president of Aliant Mobility, the 40-year-veteran of the company replaces Roch Dubé, who is returning to Bell Canada after less than a year at the helm of the Atlantic telco (NL, Dec. 18/01). Michael Sabia, president/CEO of BCE Inc., has been elected to the board of directors of the conglomerate. He has been leading the company since the spring (NL, May 7/02). There is a vacancy on the CRTC as commissioner David McKendry’s term has expired. The consumer advocate had been on the commission for five years (NL, Oct. 6/97). Also leaving the commission is Jean-Pierre Blais, the executive director of broadcasting. He will become ADM international and intergovernmental affairs at Canadian Heritage starting December 2. Robert Noakes has left his position as director of regulatory affairs for GT Group Telecom Inc. He is the second person to leave the company in recent months, following the departure of VP regulatory affairs Fiona Gilfallin (NL, Sept. 10/02). Nortel Networks has appointed Yuan-Hao Lin as acting president for the Greater China region. He replaces Robert Mao, who is leaving the equipment maker but will serve as an outside consultant to Nortel CEO Frank Dunn. Lin is continuing as chief technical officer for the regional office. Tony Cassetta is the new VP information & communication division at Siemens Canada Ltd. The former president of C1 Communications has experience at Fundy Communications and Bell Canada. Charter Telecom Inc. is expanding its operations across western Canada. Don Driver, a 15-year veteran of the IT sector, is the account manager in the new Winnipeg office. The company, which has offices in B.C., Alberta and Manitoba, hopes to open bureaus in Regina and Saskatoon in the near future. Former Look Communications president David Parkes has been elected to the board of Envoy Communications Group Inc., replacing Eric Demirian. Parkes has worked for Sprint Canada Inc. and Cantel Inc. in addition to his stint at the satellite firm (NL, July 3/01). David Mentzer has been named VP operations for Redline Communications Inc. The 20-year communications veteran held a similar position at ViaGate Technologies and has worked for Compaq and DEC. The National Capital Freenet has appointed John Selwyn as executive director. An alumnus of Gandalf, Datacraft, Domus and CrossKeys, he succeeds Ian MacEachern (NL, Oct. 8/02). Kirk Mandy, vice-chair of Zarlink Semiconductor, is the new co-chair of The Ottawa Partnership. The vacancy on the economic planning group was created by the resignation of Rod Bryden (NL, Sept. 23/02). The chair of the Dutch telecom regulator OPTA, Jens Arnbak, has been appointed founding chair of the European Regulators’ Group. The ERG will act as a conduit between the European Commission and the various regulatory agencies in the member states (NL, July 3/02).
