Contec Innovations has appointed Don Lay VP corporate development. Lay, currently a member of the board of directors, is a principal at One Degree Capital, which has been retained by Contec to provide corporate finance and investor relation services. The agreement between Contec and One Degree Capital is subject to TSX Venture Exchange approval. Lay has held a variety of management, sales and technical positions in the enterprise software arena. Prior to co-founding One Degree Capital, he worked at Portfolio Partners Capital Corp. Cygnal Technologies Corp. has announced that Kieron Dowling, currently president and COO, will take over the CEO position from Doug Young, the company’s founder and vice-chair, effective March 3. Dowling has also been elected to Cygnal’s board of directors. He joined the company in March 2002, bringing more than 20 years experience in the IT and telecommunications sectors to the table. Prior to joining Cygnal, Dowling was VP and general counsel at March Networks, VP and GM of Alcatel and VP sales and marketing at Nortel Networks Corp., among others. Look Communications Inc. has appointed three new members to its board of directors. Beverly Brooks heads up her own communications firm that specializes in public, media and government relations. Tim Casgrain is chair of the board of directors of Skyservice. Stuart Smith is president and CEO of Oxford Properties. The wireless cable company also revealed that Mark Hemingway, Jean Noelting and Chip Vallis have resigned from the board. Tom Sugrue, chief of the Federal Communications Commission wireless telecommunications bureau, will leave the commission this spring. Sugrue was appointed to his current position in December 1998. FCC chair Michael Powell has announced his intention to name John Muleta to replace Sugrue this month. Mutela is currently president and CEO of Source 1 Technologies LLC, a privately held systems integrator. Wi-LAN Inc. has announced several changes to its executive management ranks. Chair of the board of directors, president and CEO Hatim Zaghloul will relinquish the president position to Sayed-Amr El-Hamamsy, who is currently COO. Steven Bellamy has resigned as CFO to pursue other opportunities. He will, however, assist the company during a transition period. Keith Bittner, VP finance, has agreed to assume the responsibilities as acting CFO. Frank King, a member of the board of directors, has been appointed independent lead director. AT&T Canada Inc. has announced major changes to the composition of its board of directors as a result of its restructuring plan. Brascan Financial Corp. employees Jeffrey Blidner, Robert Harding and George Myhal have all resigned their seats because Brascan will no longer hold equity in AT&T following the implementation of its restructuring plan. These vacancies will not be filled. The new board nominees include: Purdy Crawford, John McLennan, Gerald Beasley, William Etherington, Deryk King, Ian Mansfield, Ian McKinnon, Jane Mowat and Daniel Sullivan.
