The CRTC has named Philippe Tousignant as manager of media and parliamentary relations at its communications branch. He had been manager of consumer policy in the telecom directorate of the commission, where he has worked since leaving the Action Réseau Consommateur in September 2000. Dawn Tinling has been appointed VP communications for Axia NetMedia Corp. Before joining the Calgary company, she was manager of communications for Canadian Pacific Ltd. JDS Uniphase Corp. CEO/co-chair Jozef Straus is retiring from the company he founded, although he will remain on the board of directors. Kevin Kennedy has been named CEO. The firm also announced that president/COO Syrus Madavi is leaving the company, which is moving its headquarters from Ottawa to San Jose CA. Gerald Leahy is the new CFO of Ottawa’s Linmor Inc. He is a veteran of such companies as Simware Inc., NetManage Canada Inc. and Anjura Technology Corp. He replaces Sabina Dawson, who has left the firm. Elizabeth Roscoe is leaving her position as senior VP, external affairs and communications at the Canadian Cable Television Association at the end of the month. She will be following an executive development program at Queen’s University and "a new career in the public affairs/fund development field," she said in an email to staff. Konrad von Finckenstein has been appointed to the Federal Court of Canada. He had been commissioner of competition at the Competition Bureau and previously served as ADM at the department of justice. Telus Corp. elected Charles Baillie, retired chair/CEO of the Toronto-Dominion Bank, to its board of directors. The company also announced that Brian MacNeill is the new chair of its audit committee. He replaces Peter Charbonneau, who will continue to sit as a member of the committee. Bob Cariglia has been appointed president of Minacs Worldwide Inc. while continuing to serve as COO. He joined the Toronto-based firm last April. Microburst Internet Technologies Inc. has named Don Henderson as CEO. He had been senior VP at Accelio and senior director at Adobe Systems Inc. before joining the Ottawa-based company whose products connect Internet technology for call centres. Jim Hjartarson, the president/CEO of Catena Networks, has been elected to the board of directors of the Telecommunications Industry Association. The TIA is a trade organization based in Arlington VA serving the communications and IT sectors. Derek Kuhn, the director of marketing for Alcatel’s plant in Kanata ON, has been named chair of the BCD Forum, a broadband trade association. Joining him as officers of the group are Joe Mosher of Aliant Inc. and Matthew Marnik of Nortel Networks Corp. Following its AGM in July, Linmor Inc. elected the members of its new board of directors. John Farrell will serve as chair, with James Cragg as president/CEO. Joining them are Brian Campbell, managing director of the technology group of National Bank Financial; Michael Graham, VP investments for GrowthWorks Ltd.; and Douglas Ingram, president of the Ingram Group. Graham Matthews has been elected to the board of AirIQ Inc. He is a general partner of VenGrowth Capital Partners Inc. Leslie Lyall of GrowthWorks Ltd. and Tim Patterson of CAI Capital Management have resigned from the board, creating one vacancy that AirIQ hopes to fill soon. Serebra Learning Corp. of Surrey B.C. has named Ian Adam to its board of directors. He has been a public accountant for more than 45 years, including 25 years spent as a partner at Ernst & Young LLP. Don Calder, chair of Voice Mobility International Inc., has been named to the advisory board of Accenture Business Services of British Columbia. The group works to increase business with utility companies across North America and with other industries in the province. Tropic Networks Inc. of Ottawa has named Bob Annunziata as chair of its board. The founder of Teleport Communications Group also served as president of AT&T’s business services unit, as CEO of Global Crossing and as chair of Velocita Corp. Alec Main is the new CTO at Cloakware Corp. He will also chair the company’s technical advisory council. He had been VP products & services at the Ottawa technology firm and previously worked at Andersen Consulting. Contact North/Contact Nord, the community network serving Northern Ontario, has hired André Roy to act as its lobbyist. The Welland ON consultant will set up meetings with federal government departments such as Industry Canada and Human Resources Development Canada and will make presentations for Contact North. Santa Clara CA-based Riverstone Networks has chosen Oscar Rodriguez as its new CEO. He previously served as president of Nortel Network Corp.’s enterprise solutions and intelligent Internet divisions. Bryan Tramont has been promoted from senior legal advisor to Federal Communications Commission chair Michael Powell to become FCC chief of staff. He replaces Marsha MacBride, who has left the American regulator. Emily Willeford has joined the staff of the White House. She had been special assistant for legislative and public affairs for FCC commissioner Kevin Martin since November 2001. The commission has also appointed Julia Johnson as chair of its federal advisory committee on diversity in the digital age. She is a former chair of the public services commission in Florida. Steve Largent will be the new president/CEO of the Cellular Telecommunications & Internet Association in the United States. The former Republican congressman from Oklahoma and Seattle Seahawks wide receiver will take up his new duties in November. CLECs in the United States are lamenting the decision by Ernest Hollings to retire from the Senate after 37 years. The South Carolina Democrat was a proponent of telecom competition while serving as chair or ranking minority member of the Senate Commerce Committee. Hollings will step down in January 2005. ObituaryJane Barbe died on July 18 in Roswell GA but her voice will live on. She recorded a series of messages in the 1980s-such as "The number you have dialed is not in service"-for Octel Communications (now Avaya) to be used in its voice-mail technology. The 74-year-old is survived by her husband John; a son, David; and a daughter, Susan.
