MTS joins deregulation game

Manitoba's incumbent telephone company, MTS Allstream Inc., has applied for forbearance in Winnipeg, joining the other ILECs is seeking telephony deregulation. Bell Canada, Bell Aliant, Telus Corp. and SaskTel have all submitted forbearance applications. "It is important to note that in our application, unlike most of those filed to date by the other incumbents, we have clearly satisfied the evidentiary burden placed upon those seeking forbearance by the [Order in Council] relating to competitor presence and have indicated our intention to do so shortly with respect to [quality of service]," MTS Allstream's chief regulatory officer Chris Peirce said in a news release.
