New price caps give ILECs pricing flexibility, but not virtual forbearance

Canada's incumbent telephone companies have secured significant pricing flexibility that will allow them to compete more effectively without having to first be deregulated. On April 30, the CRTC released the rules for the new price cap regime, which comes into effect this summer.
