Timing of telecom complaints commission and forbearance questioned

It was a surprise to see forbearance approvals only two days after the Commissioner for Complaints for Telecommunications Services (CCTS) began operating, according to one of the signatories on a proposal outlining the consumer protection agency's duties and processes.
