SkyTerra Communications Inc., a joint venture between SkyTerra LP and SkyTerra (Canada) Inc., has appointed Gary Epstein as executive VP of law and regulation. Epstein served as a team leader on the economics and international trade team in the Obama-Biden transition. Most recently, he was appointed to serve at the Federal Communications Commission to provide leadership for the ongoing digital television transition. Until December 2008, Epstein was a senior partner at Latham & Watkins where he was the global chair of the Communications Practice Group, and led the firm’s Telecommunications Law Practice. Among many other matters, he represented XM Satellite Radio Holdings Inc. before the FCC to win approval for its merger with Sirius Satellite Radio Inc. He provided telecommunications sector advice to a wide variety of clients including several foreign governments and investors. Prior to joining Latham & Watkins, Mr. Epstein was Chief of the Common Carrier Bureau at the FCC. At the FCC he directed the development and implementation of key policies in such areas as market competition, access charges, cellular radio, satellite spacing and FCC international policies. SkyTerra is developing an integrated satellite-terrestrial communications network that will provide seamless and and ubiquitous wireless coverage of the United States and Canada to conventional handsets.
