Conservative staffer Yaroslav Baran is returning to Earnscliffe Strategy Group, The Hill Times reported this week. Baran spent two years with lobby firm Earnscliffe before becoming chief of staff to Chief Government Whip Jay Hill in 2006. Baran held that position until December 2009. Baran worked on war room communications for Prime Minister Stephen Harper’s 2004, 2006 and 2008 election campaigns. As a member of Earnscliffe’s team, Baran will be providing communications advice, but is not permitted to lobby because of the five-year “cooling off” period for senior government officials in the Lobbying Act. As an Earnscliffe consultant, some of Baran’s former clients include the Cable Public Affairs Channel Inc. (CPAC), Microsoft Canada, and the Canadian Association of Broadcasters.
