Canadian Bar Association disbands copyright policy committee

The Canadian Bar Association (CBA) has decided to disband its copyright policy committee due to an impasse among members over a draft copyright policy submission. The development appears to show that copyright policy divisions at all levels are sharpening as the government prepares to introduce a bill this spring. In a note to members of the committee obtained by The Wire Report, Alexandra Steele, the Canadian Bar Association’s committee liaison and chair of the association’s national intellectual property (IP) section, wrote that a decision was made to disband the copyright policy committee. “Unfortunately, over the past several months, the Executive has been called upon several times to intervene in the work of the Copyright Policy Committee, most notably in providing guidance on the format and process to be followed in coming up with a submission on copyright reform,” Steele wrote to the committee by email. “However, it appears that despite all efforts, the Committee is now at an impasse and no submission has been forthcoming on copyright reform. The status quo cannot continue. Important copyright reforms are on the horizon, as evidenced by the reference to copyright in the Throne Speech. It is unfathomable that the IP Section would be silent with such a significant issue on the government agenda.” The CBA’s Copyright Policy Committee advises executive members on copyright and presents draft submissions for potential adoption by the national IP section and submission to the government. According to correspondence obtained by The Wire Report, the CBA’s copyright committee has been at an impasse over the content of a copyright reform policy submission since last year. Steele’s letter to the committee said the section executive is now “considering on how to move forward on future copyright reform submissions when the subject arises.”
