Value for signal ruling may come into play at 9(1)(h) hearing

The Supreme Court's broadcasting decision last December, which quashed the CRTC's value for signal regime and which industry sources say reduced the commission's powers, may be raised during the regulator's upcoming hearing on mandatory carriage.
