Retroactive payments for wholesale rates are not a tax: CNOC

In a Tuesday filing with the Federal Court of Appeal, the Canadian Network Operators Consortium (CNOC) said that the appeal of the CRTC’s August wholesale rate decision by some six companies should be thrown out, because the CRTC’s order meets policy directives established by the federal government.
