Marc Miller returns to cabinet as new minister of culture and identity

Marc Miller was appointed as the new minister of Canadian Identity and Culture, and minister responsible for official languages Monday afternoon, Dec. 1. The cabinet shuffle came just days after Steven Guilbeault stepped down from Mark Carney’s cabinet, citing the energy deal signed by Carney and Alberta Premier Danielle Smith, which supports the development of a pipeline to the West Coast. Miller was previously a cabinet minister in the Justin Trudeau era, serving as minister of Indigenous Services, minister of Crown-Indigenous relations, and minister of immigration, refugees, and citizenship. In an email to The Wire Report following Guilbeault’s resignation, the Canadian Media Producers Association (CMPA) said, “During his two terms, Minister Guilbeault was steadfast in his support for Canada’s independent film and television production sector, for which we are extremely thankful.” In its statement, which was sent prior to Miller’s appointment, the CMPA said it looks forward to “continuing our productive collaboration with the federal government to ensure Canadian stories are told on screens across the country and around the world.” Matt Hatfield, the executive director of OpenMedia, also sent The Wire Report a statement after Guilbeault’s resignation. “We hope that Guilbeault’s performative approach to policy will leave with him,” he said. “Canadians need and expect digital policies built in thorough consultation with them, that represent their wants, needs and concerns.” Hatfield added that “Guilbeault’s failure to consult with citizens or experts before acting left a multi-year mess for successors Pablo Rodriguez and Pascale St-Onge to clean up as best they could, and directly contributed to being amongst the last democracies with no specific regulation of illegal online content.” When asked about what he wants to see from the new minister, Hatfield wrote, “We hope to see them learn from the mistakes of the last few years and pass regulation that is broadly popular with the Canadian public, not bills that cater to narrow industry interests.” In her own statement to The Wire Report, Monica Auer, executive director of the Forum for Research and Policy in Communications, called for the next appointed minister to require more detailed reporting from the CRTC. Auer repeated the forum’s argument that Parliament is failing to effectively measure the CRTC’s ability to achieve the country’s policy goals. She urged cabinet to demand detailed numbers about regulated industries, such as the level of original Canadian drama and local news programming that has been broadcast over the last decade, and the numbers of people employed full-time by broadcasters over that same period. “Is it not time - when stepping into a new role, and on the brink of negotiations - for the new minister and their colleagues to know how well the broadcasting policy for Canada has been implemented?,” said Auer. news@thewirereport.ca
