Telus alleges Bell downgrading internet service in eastern Canada

Telus Corp. is accusing BCE Inc. of interfering with its internet service in areas where Bell is the incumbent. Bell’s territory extends from Manitoba eastward. In a Part 1 application filed with the CRTC on Tuesday, Jan. 20, the western telecom alleges that since Jan. 14 Bell has “drastically degraded the mandated wholesale FTTP service” it provides to Telus. The company also claims that Bell had been threatening to degrade the service since Dec. 15, 2025. The heavily-redacted filing says Bell is limiting competition for internet services in its own territories and hindering Telus’ effectiveness as a competitor, in violation of longstanding commission rules. “The commission should take immediate action to protect and enforce its mandated wholesale HSA framework,” the Part 1 says. “In December, the commission published a letter stating that providers ‘must comply with their obligations under the Telecommunications Act at all times.’” Telus urged the regulator to abridge the normal timelines so Bell must respond by Jan. 23 and Telus has until Jan. 27 to reply. A commission letter of Jan. 21 agreed to that suggestion. The B.C.-based company further wants a finding that Bell has violated the act and should restore service. It is also seeking fines on the eastern carrier. “If Bell had provided reasonable advance notice of its degradation of the service … Telus could have worked to prevent the resulting consumer harm,” the filing states. Telus also alleges Bell is compromising its television services, which are often bundled with internet offerings. It filed an application last year claiming undue preference, but the commission has not yet ruled on the matter. The company alleges that Bell is refusing to allow popular Bell Media outlets, such as TSN, to be bundled with Telus’ wholesale services in Bell’s territory. It noted the channels are available for bundling in Telus’ own incumbent region.
