ISED publishes interim update to five-year spectrum outlook

Innovation, Science and Economic Development Canada (ISED) has published an interim update to its 2023-2027 spectrum outlook, outlining its policy priorities for the next two years. Following concerns raised that outdated, overlapping, or missing rules for space could impede Canada’s commercialization of new space technologies, ISED said it will begin work this year to modernize the regulatory framework to help facilitate the country’s participation in the space economy. The report, published on Thursday, added that as "the space sector grows beyond satellite communications, so does the demand for spectrum for both existing and new space activities.” As interest in space launch and emerging technologies grows, ISED said it is reviewing its satellite spectrum framework to ensure it supports the operations of an expanding space sector. Earlier this year, the Liberal government tabled Bill C-28, which would give Canada sovereign launch capabilities and allow satellites to be sent up from home soil. ISED is also looking towards streamlining technical processes for fixed and land mobile radio licensing “to improve operational efficiency.” The report added the initial enhancements are expected this year, with a target completion of 2027. Work to continue streamlining or automating radio licensing is tentatively planned to begin in late 2028. In May, ISED announced a new millimetre wave auction for 2027. The auction will open up a portion of spectrum in the 26 gigahertz (GHz) and 38 GHz bands. According to the update, the non-competitive local licensing (NCLL) process for 28 GHz will open later this year, and will make 26 GHz NCLL available following the 2027 auction. ISED said these NCLL measures will “boost connectivity, spur innovation and competition, and support long-term growth in digital infrastructure.” According to the update, ISED is actively participating in work that is “well underway” at the International Telecommunication Union Radiocommunication Sector to develop the international mobile telecommunications vision for 2030 and beyond. ISED added this work is expected to be the basis for future 6G mobile network technology. Later this year, ISED will launch a consultation on proposed changes to the spectrum licence transfer policy framework, which it said is due for an update. The consultation aims to ensure the framework remains “effective and relevant in the current context and in the years to come.” ISED will also look to make transferring spectrum licences easier to streamline the process for low-risk transfers and administrative changes and foster competition and innovation by helping smaller telcos access spectrum. news@thewirereport.ca
