The Office of the Conflict of Interest and Ethics Commissioner of Canada is investigating two letters Conservative MP Parm Gill sent the CRTC while serving as a parliamentary secretary. In 2013, the ethics commissioner said it was “improper” for parliamentary secretaries, who are considered a part of the federal cabinet, to write letters to a tribunal in relation to its decision-making, following previous cases of parliamentary secretaries writing letters to the CRTC relating to radio licence applications.
