CUPE’s Provincial Council for Communications (CPSC) in Quebec is calling on the CRTC to drop the rules that exempt digital over-the-top (OTT) services from the same regulations as traditional broadcasters, in a news release on Friday. In a French-language Part 1 application submitted to the commission on Tuesday, the group argued that the digital media exemption order (DMEO), introduced in 1999, is obsolete and is stopping the CRTC from fulfilling its mandate.
