Nothing basic about basic package issue

Consensus is hard to come by in the broadcasting world. Even on an issue seemingly as basic as the basic package, distributors cannot agree on a singular solution. And although all BDUs advocate the ability to respond to consumer demands, they apply this dictum to basic package regulations in many ways.
