Budget 2026: Liberals embrace digital IDs for travel, banking

The Liberal government is endorsing digital identification (ID) as a tool to help people interact with airports, banks, and even potential employers. In its new budget, tabled in the House of Commons on Thursday, Ottawa committed to a variety of exploratory initiatives to evaluate the use of digital credentials in certain sectors. For example, the government is investing $4.3 million over the next four years to help Transport Canada develop a Traveller Biometrics Strategy designed to facilitate a smoother airport experience for Canadians “The Strategy will make air travel faster and simpler,” read the budget. “It will bring together airports, airlines, security screening, and border services, while protecting privacy, personal information, accessibility, cybersecurity, and individual choice.” In effect, a digital ID could allow travellers to bypass the current combination of steps associated with taking international flights, and instead undergo a single checkpoint. Many countries across Europe and Asia already use digital IDs for travel purposes. A special advisor will be appointed to lead the strategy’s development, and coordinate implementation across the public and private sectors. Meanwhile, the Department of Finance and the Canadian Digital Service are set to collaborate on a pilot project aimed at developing “voluntary digital credentials” in the financial sector to support innovation and combat identity fraud. In theory, this would allow Canadians to have a single account for their respective bank, investment firm, the Canada Revenue Agency, and any other relevant financial institutions. “As Canadians increasingly choose Canada, we are making sure that money can move quickly, safely, and conveniently,” wrote the government, adding how the change would “harness emerging technologies to deliver safer, more affordable financial services for Canadians and businesses.” The budget also teased a new “digital credential verification tool” for Canadian workers in the skilled trades, as part of a government-wide effort to remove internal trade barriers and promote cross-province labour mobility. The economic document provides few details about the plan, but stressed the policy would make it “easier for Canadian workers to take their skills anywhere in the country.” “The government is making it easier for Canadian businesses to reach customers from coast to coast to coast, and in turn, easier for Canadians to be our own best customers,” read the budget. “We are creating a more united Canada.” Multiple bills being studied by Parliament, including Bill S-209, which would limit young peoples’ access to pornography, and Bill C-34, which would ban social media for Canadian children, have proposed digital identifiers, like age verification and age estimation, which has provoked consternation among policy experts. dlegree@thewirereport.ca
