Canadian Heritage will leave in place a CRTC decision that gave Rogers Communications Inc. the sole license to have its ethnic channel OMNI required on basic TV packages. An order-in-council, dated August 17, said Heritage is declining to review the May decision, which gave Rogers a three-year term to 2023.
