Ontario-based home phone and internet provider Fibernetics Corp. is calling on the CRTC to compel BCE Inc. to allow it to lease facilities so it can expand its landline phone service to eight new areas. Bell denied application to stop Fibernetics payments

BCE Inc. has been denied an application for relief on making "traffic imbalance payments" to Fibernetics Corp., a smaller provider of home-phone services. In its decision released Tuesday, the CRTC referred to regulations established in 1997 that mandated that calls going over shared-cost facilities of both incumbent carriers and competitive local exchange carriers (CLECs) be billed based on where calls originate.
