BCE Inc. has been denied an application for relief on making "traffic imbalance payments" to Fibernetics Corp., a smaller provider of home-phone services. In its decision released Tuesday, the CRTC referred to regulations established in 1997 that mandated that calls going over shared-cost facilities of both incumbent carriers and competitive local exchange carriers (CLECs) be billed based on where calls originate.
