OTTAWA — Former BlackBerry Ltd. co-CEO Jim Balsillie doubled down on his dire warnings against the Trans-Pacific Partnership (TPP) and what he calls its failure to support Canadian innovators. “There will never be a large Canadian tech company again under TPP.
