Miller endorses ‘sustainable’ production, IP protections at global summit

Canada has adopted a global declaration designed to support the sustainable production and discoverability of film and television across the globe. Led by Canadian Identity Minister Marc Miller (Ville-Marie—Le Sud-Ouest—Île-des-Sœurs, Que.), Ottawa sent a delegation to France this past weekend to participate in the Lumière Summit, an international forum focused on “multilateralism of the moving image.” Alongside Finland, Nigeria, South Korea, and several other countries, Canada signed the Lumière Declaration, featuring 15 tenets ranging from defending the diversity of creative works to recognizing the economic potential for the cultural industry. “As the world is changing rapidly, we are focused on what we can control,” said Miller in a statement. “We believe that the strength of our audiovisual sector does not mean turning inward.” “It means building more bridges and partnerships as well as being more ambitious. As we build a stronger, more resilient audiovisual sector at home, we are diversifying our partnerships abroad.” Miller offered support for discoverability rules that ensure works can “circulate in a balanced manner across venues and platforms,” and artificial intelligence (AI) regulations that guarantee respect for artists’ intellectual property. “Cinema was born from the encounter of technology and art, and artificial intelligence can strengthen creativity, innovation and the circulation of works - provided it becomes a driver of creation,” read the declaration. “Human-created works remain the foundation of our creative industries and the source of the stories, characters, and cultural experiences that inspire and educate audiences worldwide.” “We will not compromise on our culture, our languages and the discoverability of our works,” said Miller. “By pooling our talent, our resources and our creativity, we can support our filmmakers at home, help them reach new markets abroad, and ensure that Canadian stories continue to be told and heard on our own terms.” The Liberal government’s approach to cultural policy has come under a microscope since U.S. President Donald Trump’s administration identified the Online Streaming Act, which would require large streamers to allocate a portion of yearly revenues to supporting Canadian content, as a trade irritant. Prime Minister Mark Carney (Nepean, Ont.) has ceded ground under the legislation in recent months. As first reported by The Wire Report, Ottawa plans to scrap a five per cent base contribution requirement for large streaming companies, like Netflix Inc., Amazon.com Inc., and Apple Inc. The federal government has also asked the CRTC to review a recent decision that would up the funding rules to 15 per cent of Canadian revenues. Trump has also floated the idea of introducing tax incentives to entice film and television producers to work in the U.S., and argued Canada has been responsible for pulling work north of the border. Meanwhile, Miller has established a panel tasked with modernizing federal support for the audiovisual sector, though the body’s members are bound by non-disclosure agreements, adding another layer of uncertainty for the industry. Francis Bilodeau, the deputy minister for heritage, Toronto International Film Festival CEO Cameron Bailey, Canada Media Fund president Valerie Creighton, and Telefilm executive director Julie Roy also joined the Canadian delegation. dlegree@thewirereport.ca
