WTO agreement leads to lower LD rates on largest intern'l traffic routes, FCC report.Rates for US consumers for international service and international settlement rates have both declined since the adoption of the World Trade Organiza-tion (WTO) agreement, according to a study by the Federal Communications Commi-ssion in the United States. The Report of International Telecom-munications Markets 1999 Update, released by the FCC's International Bureau, was prepared for the US Senate committee on commerce, science and transportation. Canadians not clamouring for faster speed

Nearly 80% of Canadian ISP customers are happy with their service, according to a Decima Research Inc poll conducted for Decima Publishing Inc. The telephone survey of 926 Canadians found 39% are "satisfied" with their ISP, while 40% said they are "very satisfied". Similar figures — 44% "satisfied" and 39% "very satisfied" — were reported when people were asked whether they felt they got value for their money. About 60% of the respondents said they have access to the Internet, either at home or work. Yahoo! is used as a search engine by 34% of Internet users. Newtel spends $40 million to upgrade in rural areasNewTel Communications is investing $40 million to upgrade technology in 310 Newfoundland communities. The company's network engineering and operations team will provide 112 of the firm's exchanges with digital systems connected to NewTel's fibre optic network. NewTel plans to upgrade 71 exchanges serving 228 communities this year, with another 41 upgrades in 82 communities being performed next year. The telco expects the improvements will increase network capacity, eliminate network congestion, and allow the provision of new services, including local dial access to the Internet. The new program, called Network 2000, is part of an ongoing project by NewTel, a subsidiary of Aliant. Last year NewTel invested $6.5 million in its modernization plan, upgrading the network in 19 locations.
