Vancouver expected to follow Toronto’s lead in race to find more phone numbers

The group tasked with solving Canada's telephone number shortage wants Vancouver residents to begin using 10-digit dialing for local calls within two years. Public opposition to the recommendation is already mounting, but as the CRTC Industry Steering Committee (CISC) points out, the alternatives are even less attractive. Public education campaigns are expected to warm people to the idea. The CRTC issued PN CRTC 2000-36 asking for public comment on the committee's recommendation to introduce a "distributed overlay" area code within the 604 region, where numbers are forecast to exhaust in about three years - a year ahead of earlier projections. The Public Interest Advocacy Centre (PIAC) isn't holding out hope that an appeal to the federal Cabinet would succeed in overturning a March 15 CRTC decision that upholds Bell Canada's right to charge for all directory assistance numbers, even when a number can't be found. When asked how her group may respond to the dismissed appeal, PIAC's legal counsel, Philippa Lawson, told Network Letter, "We're not sure yet". The CRTC will be denying, by the narrowest margin possible, a review and vary application regarding Bell Canada's plan to charge for local and long distance directory assistance even if no information is provided. The regulator has yet to release its decision publicly, but Network Letter has learned that the commission has voted 7-6 against an appeal by the Public Interest Advocacy Centre (PIAC) to review and vary Telecom Order 99-741, which allows Bell to begin charging 75 cents every time it responds to a DA query. The PIAC is not sure what it will do when the CRTC dismisses its application.
