CRTC refuses Aliant market trial of VMI unified communications software

telecom | 09/30/2002 4:00 am EDT

The CRTC has again refused to allow Aliant Telecom Inc. to proceed with a market trial of a unified communications system developed by Voice Mobility International Inc. The commission has ruled that the parameters of the proposed trial are still too broad – Telecom Order 2002-383. This is the second time the commission has denied an application by the Atlantic telco to go ahead with the trial, and for the same reason (RoW, July 22/02). In Telecom Order 2002-290, the telco regulator insisted the scope of Aliant’s proposed market trial was too broad. The implementation of the VMI unified communications system, UCN 200, would provide significant benefits to its business customers,...

Bell Canada’s and Rogers Communications Inc.’s plan to combine their 2300 MHz and 3500 MHz spectrum holdings under the banner of broadband wireless operator Inukshuk Internet Inc. is on hold for the time being, Report on Wireless has learned. The news comes after Industry Canada informed both parties that Inukshuk had exceeded the 100 MHz spectrum aggregation limit in 27 serving areas following spectrum auctions in 2004 and 2005 (see table list of 27 spectrum licences). The department notes in a letter to Bell and Rogers that the 2300/3500 MHz spectrum policy requires licensees that exceed the spectrum aggregation limit "to divest sufficient spectrum holdings in order to come...

Wireless penetration to double: new reportA new report by IDC Canada Ltd. predicts that wireless penetration in Canada will double within the next three years and will top the 70%-mark by 2006. That translates into more than 22 million users compared to the approximately 11 million that own cell phones today. While the market research firm’s projections are certainly aggressive, recent indications show that subscriber additions are actually slowing from subscriber growth than in previous years. Last year, RoW highlighted a potential slowdown in subscriber growth (RoW, Aug. 7/01). In comparison, a recent survey by InfoTech projects that U.S. wireless penetration will grow to 67% from its 2000 level of 40%. IDC also anticipates the market will increase in size from $6.1 billion to $9.3 billion over the same period. IDC analyst Lawrence Surtees said consumers are being lured to the wireless world by low prices, a variety of devices and newer applications. Canadians enjoy some of the lowest prices for wireless services in the world....

The opinions expressed in this editorial are those of the author and do not necessarily reflect those of Decima Reports. The move by the New Democratic Party to electronic voting could be the watershed for the convergence of technology and democracy. Around the world, political parties are inching toward updating old systems that have grown stale.  Following the lead of other parties, the NDP is allowing all card-carrying members to cast a ballot for the new leader. A special committee, made up of 19 senior party operatives (including Pierre Ducasse, a leadership candidate), insisted on this. But  persuading the group to endorse online voting was much more difficult. But the NDP has made a wise choice in many respects. Most meaningful reforms to the way Canadians wage political campaigns have come from smaller outfits. The first party to adopt the all-inclusive voting rule was the Parti Québecois, a measure that eventually spread to other parties, both federally and provincially.
