As our article shows, the folks at CANARIE remain at the forefront of backbone development. While the rollout of the CA*net 3 is continuing, CANARIE is looking ahead to the deployment of the next generation, CA*net 4.  The government must be commended for its ability to dole out cash without a coincident issuing of regulations. Industry Canada has funded for fibre lays, while it and the CRTC do not see it necessary to impose rules. They must serve many masters, but are required to put a contradictory spin on each facet.  To its shareholders, a company must be lean and efficient. Revenues must be enhanced while at the same time expenditures must be reduced or at the very least held to current levels. Projections for the future must stress greater earnings and more fiscal prudence. The clientele, however, wants more for less. The telco must make available all the bells and whistles its competitors offer. But in order to get that customer to switch from the other company, the price must be cheaper. Frequently other incentives are required as well. Finally there are the regulators. The CRTC and the federal cabinet expect firms to provide telecom service cheaply, universally and quickly. Yet that's what readers of the Ottawa Citizen were subjected to recently.  Under the headline "Canadians hooked on cable Internet", the story pointed out that cable hookups in Canada are at twice the rate of the United States. The cause of this, we are told, is third-party access. "The CRTC has mandated third-party access to cable, creating a competitive environment among Internet cable providers that does not yet exist in the U.S.," the article states.
