Parliamentary committee wants panel to look at increasing foreign channels

Concerns about the lack of choice of foreign and third-language programming in Canada and about individual privacy due to a lack of certainty over the duties of inspectors are plaguing Bill C-2. The bill would amend the Radiocommunication Act to tighten penalties for dealing in the black and grey satellite TV markets.

Nextel Communications keeps jostling with industry, FCC
Nextel Communications continues to joust with the Federal Communications Commission (FCC) and other wireless operators over its plan to swap some of its 800 MHz spectrum for a comparable amount in the 1.9 GHz range. Verizon Wireless has been most the outspoken opponent to Nextel’s plan saying that if the FCC accepts Nextel’s proposal, it would essentially be giving away the spectrum. Verizon has urged the FCC to offer Nextel less valuable spectrum in the 2.1 GHz range, but Nextel has balked at the suggestion.

TELUS launches $1.1-billion bid for Microcell
TELUS Corp. has launched an unsolicited $1.1 billion all cash offer for Microcell Telecommunications Inc., marking another step in the consolidation of the Canadian telecommunications market. The wave of mergers and acquisitions began earlier this year when Manitoba Telecom Services Inc. offered $1.7 billion for Allstream Inc. Speculation is ripe that there could be other suitors for Microcell with several media outlets saying Rogers Wireless Inc. is a likely candidate. The Microcell bid, says TELUS, is part of its growth strategy focusing on the wireless, IP and data markets. A combined TELUS-Microcell would count approximately 4.8 million subscribers.

Montreal company capitalizing on DAB infrastructure for application deployment

Société Radio Numérique (SRN), a Montreal applications platform developer, hopes to help Canadian broadcasters capitalize on their digital audio broadcast (DAB) infrastructure to deliver innovative and compelling content to Canadians. SRN has developed a platform, dubbed Servo, that will allow broadcasters to use their over-the-air terrestrial infrastructure to deliver applications such as digital signage or even terrestrial for-pay radio services, as contemplated by CHUM Ltd. (RoW, Feb. 25/04).
